In the 1930s, electricity had reached much of urban life, but private investment had failed to bring electricity to rural areas.
To resolve this, FDR put up funds toward this end of rural electrification. Existing farmer-owned cooperatives were able to take on those grants and form consumer cooperatives supplying electricity to those rural areas.
